Major League Soccer will suffer no shortage of atmosphere at the grounds today during the pair of conference final second legs.

According to The Washington Post, officials at RFK Stadium have only a few seats remaining to fill the downsized capacity of 19,647 ? which means the lower bowl will be stocking stuffed and on full hop. They will open those upper decks for the title match if United wins, which would mean room for about 45,000. It would be the third time RFK has hosted an MLS Cup, the most recent coming in 2007.

Untied wasn?t part of that one, but certainly was involved in 1997, when more than 57,000 made the cold and rainy scene as United defeated Colorado. For sure, the faithful from La Barra Brava, the Screaming Eagles, La Norte and the District Ultras will have the place jumping for Sunday?s 4 p.m. ET kickoff.

Not that the night?s second match will suffer by comparison. CenturyLink Field on the edge of Seattle?s downtown scene long ago became the league?s attendance standard bearer. The Sounders? average attendance this year, 43,144, set a league record for the fourth year running. ?Here?s a little more perspective on those showy figures.

The point here is that there is absolutely no reason to see a drop-off today. In fact, Sounders fans seem to be rallying around the valiant, difficult fight ahead against the Galaxy. With over 43,000 seats already sold, Seattle will establish a new playoff attendance record today.

No question that rave green and just plain raving will be the order of the day downtown in Seattle.

Obama hopes to demonstrate rising US clout in Asia on his first foreign trip since his re-election, with a tour of three countries including a once unthinkable stop in changing Myanmar.

BANGKOK - President Barack Obama kicked off a three-country Asia tour with a visit to Thailand on Sunday, using his first post-election trek overseas to try to show he is serious about shifting the U.S. strategic focus eastwards.?

Obama's schedule was packed with cultural sightseeing, a royal audience with Thailand's king and a private meeting with the country's prime minister, a joint press conference and an official dinner.

But his attention will be divided during his travels as he faces a simmering crisis in the Gaza Strip pitting Israel against Hamas militants and also contends with a looming fiscal crisis at home.?

Vince Cable, Business Secretary, has said that the ?1bn Government Business Bank is set to incorporate an agency to parcel up small firm debt and sell it to investors.

The Business Secretary said that an agency to provide business finance is in the planning stage and will be packaging loans into a number of bond types, which will come with a state guarantee that has the potential to attract a new money source into the debt market for SMEs.

The initiative would involve ?securitisation?, associated with a type of economic engineering that resulted in the crisis in the economy.

Cable spoke to The Daily Telegraph, saying that there would need to be a high degree of care shown by the Government regarding the agency?s design due to the associated risks with securitisation. He said:

?An agency is part of the current thinking. We?d need to think it through very carefully and decide exactly what role government guarantees and financial support would play.

?A new version of securitisation does have a future. Various attempts have been made to relaunch it since the financial crisis and none have quite worked. But it?s one of the ways to get money into small businesses and we?ve got to try everything because there is a serious problem of supply of finance, not just demand.?

Cable announced a Business Bank in September. The bank intends to offer an alternative finance source to SMEs.

He said that the ?1bn venture will receive support from private partners, which will provide ?10bn of finance capacity.

For a man so often painted as Toronto?s clown mayor, Rob Ford had a pretty decent day in court

TORONTO ? An audio tape of the lengthy meeting that is at the heart of the lawsuit Toronto Mayor Rob Ford is now defending makes it clear that he was obsessed with the culture of opacity, untendered contracts and back-room dealing at City Hall ? and not with the man he?s alleged to have defamed.

That man, restaurant operator George Foulidis, is now suing Mr. Ford, who was then running for mayor, for $6-million for remarks published in the Toronto Sun the day after he met the paper?s editorial board.

Curiously, and very unusually, the newspaper itself is not being sued, as is the norm.

Mr. Foulidis, 53, runs the Boardwalk Caf? on a piece of prime waterfront real estate in the eastern beaches that is owned by the city. The company?s corporate name is Tuggs Inc.

In 2010, smack in the midst of the election campaign, the outgoing council refused to reconsider its earlier approval of Mr. Foulidis?s new 20-year lease to run the restaurant, with assorted other exclusive rights ? including a lock on suntan lotion sales.

The actual contract was inked that summer.

The lease was never put out for tender despite the recommendations ? indeed, the strong urging, Mr. Ford testified Friday ? of city staff.

Mr. Foulidis alleges he was defamed by Mr. Ford, a very few of whose comments at the board meeting appeared in the next day?s paper.

At the urging of the mayor?s lawyer, Gavin Tighe, Ontario Superior Court Judge John Macdonald agreed that the entire tape, and a transcript, should be put into evidence to lend context to the disputed remarks.

That is exactly what the whole of tape does.

The allegedly defamatory remarks in the suit are a reference to ?smacks of civic corruption,? which the tape reveals Mr. Ford never said and was a paraphrase by the newspaper, and three phrases he has always admitted to saying.

From Wednesday:

The phrases are ?If Tuggs isn?t, then I don?t know what is? (allegedly a reference to corruption); ?It?s confidential and I wish you guys knew what happened behind closed doors? and that the deal ?stinks to high heaven.?

In the same paragraph, Mr. Ford also complained to the Sun staffers that ?there?s more corruption and skullduggery going on in there [closed-door meetings] than I?ve ever seen in my life.?

Ironically, because Mr. Foulidis?s lawyer, Brian Shiller, repeated those words ? corruption and skullduggery ? every five minutes and asked Mr. Ford countless questions about what he had meant or hadn?t, the phrase forms no part of the alleged defamation.

In a case like this, which is all about the specific words that are complained of, words matter hugely.

What the tape and transcript show is that the issue of Mr. Foulidis?s deal was raised late in the meeting by Sun columnist Sue-Ann Levy, who had written extensively about it.

Twice she asked Mr. Ford about ?the Foulidis contract,? and only on the second occasion did he reply, ?Wha ? On the Tuggs??

?Absolutely,? he said then. ?It?s in camera [behind closed doors], it?s confidential. I wish that you guys knew what happened in camera, which a lot of you do, obviously, but these in camera meetings, there?s more corruption and skullduggery going on in there than I?ve ever seen in my life. And if Tuggs isn?t, I don?t know what is. And I can?t accuse anyone, or I can?t pinpoint it, but why do we have to go in camera on a Tuggs deal??

Mr. Ford didn?t retreat from those words Friday, but said that by corruption and skullduggery, what he meant was the vote-wheeling and dealing by councillors, a practice he called ?horse-trading ? you scratch my back, and I?ll scratch yours. [They] trade votes off, not in an ethical way,? he said, meaning councillors sometimes didn?t read staff reports, but rather voted in support of a colleague?s pet project in exchange for a vote for one of theirs. His real bugaboo ? he mentioned it early in the Sun meeting ?? was sole-sourcing ? the general practice of not tendering contracts. He raised the subject frequently and cited two contracts ? one for subway cars ? as examples.

?I just want a competitive bid,? Mr. Ford told the Sun.

He was in the witness stand most of the day ? oddly, because of the way this trial is proceeding, called by Mr. Shiller and thus immediately cross-examined as a so-called adverse witness without the benefit of testifying first in what?s called examination-in-chief.

Mr. Ford wasn?t in the least a hostile witness, however, though he stood his ground ? he still believes the Tuggs? lease is a dirty deal simply because it wasn?t tendered and because of the links between Mr. Foulidis and Sandra Bussin, who was then the local councillor.

At the time, much was made in the media of about $12,000 in donations that had been made to Ms. Bussin?s 2003 and 2006 election campaigns by friends, family and staff of Mr. Foulidis.

Mr. Ford continued to express healthy skepticism that employees making $40,000, who didn?t even live in Ms. Bussin?s ward, would have coughed up the $750 maximum.

?It?s hard enough to get the maximum contribution from your own family sometimes,? he said to chuckles from the packed courtroom.

His vivid description of an in-camera meeting where he said Ms. Bussin and other councillors ?were going snake, ballistic? over staff?s recommendation that the lease be put out for tender also won a laugh.

?In camera,? he said at another point, ?is sort of an oxymoron: In camera means you?re out of the camera. There?s no public, no media.?

For the man so often painted as Toronto?s clown mayor, Robert Bruce Ford had a pretty decent day.

Voters Legalize Marijuana, States Dismiss Marijuana Cases ...

    Many wondered just what the exact effects of passing a marijuana legalization law would be. Some speculated no good would come of passing a state law while it is still in conflict with federal law. Now that we are a few weeks out from passing the two very first marijuana legalization measures in this country, we are beginning to have answers to these questions.

    In addition to the legalization of personal possession (and cultivation of 6 plants in Colorado) that is set to go into effect on December 6th in Washington and no later than the first week of January in Colorado, we are beginning to see more positive benefits from the success of these two initiatives. Last week, two of the largest counties in Washington State, King and Pierce Counties, dismissed all pending marijuana possession cases. Clark County dismissed its cases in the days that followed. This week, Boulder County in Colorado dismissed all their pending cases and Spokane is preparing to dismiss many of theirs. It is likely that this trend will continue as we move forward and further counties in both states will also dismiss any of their pending marijuana possession cases.

    So, what is the immediate result of the legalization votes on November 6th? Hundreds people will now avoid being tagged with permanent criminal records, will no longer have to appear in court and lose money and time defending themselves for a minor marijuana charge, will no longer have trouble finding employment because of a possession conviction on their record, and will no longer have to spend the mandatory 24 hours in jail that was mandated by Washington State law prior to the passage of I-502. These citizens are simply the first to benefit, there will now be tens of thousands of Americans in Colorado and Washington who won?t have to feel like criminals, pay fines, or serve jail time for the non-violent act of recreationally consuming cannabis.

    And, by the way, the rest of the country is taking notice. If you haven?t heard, Rhode Island and Maine will be introducing legalization measures into their state legislatures today.

    Ireland to clarify abortion rules after woman's death

    DUBLIN (Reuters) - Ireland's government pledged on Thursday to clarify its abortion laws after an Indian woman who was refused a termination died from blood poisoning in an Irish hospital.

    Thousands took to the streets to protest on Wednesday after news broke of the death of Savita Halappanavar of septicemia following a miscarriage 17 weeks into her pregnancy.

    Activists in the overwhelmingly Roman Catholic country, which has some of the world's most restrictive laws on abortion, say the refusal by doctors to terminate the pregnancy earlier may have contributed to her death.

    "I was deeply disturbed yesterday by what Savita's husband said. I don't think as a country we should allow a situation where women's rights are put at risk in this way," Deputy Prime Minister Eamon Gilmore told parliament on Thursday.

    "There is no question of equivocation. We need to bring legal clarity to this issue and that is what we are going to do."

    Irish law does not specify under what circumstances the threat to the life or health of the mother is high enough to justify a termination, leaving doctors to decide. Critics say this means doctors' personal beliefs can play a role.

    Halappanavar was admitted to hospital in severe pain on October 21 and asked for a termination after doctors told her the baby would not survive, according to her husband Praveen.

    The foetus was surgically removed when its heartbeat stopped days later, but her family believes the delay contributed to the blood poisoning that killed Halappanavar on October 28.

    Praveen said he would wait for the results of an investigation before deciding whether to sue, but that Ireland's Roman Catholic tradition appeared to have been a factor in the decision to deny a termination.

    "I am still in shock. It is hard to believe that religion can mean somebody's life," Praveen Halappanavar told Reuters. He said he planned to return to Ireland from India, where he traveled with his wife's body.

    The Irish health authority (HSE) has launched an inquiry which the health minister said must "stand up to the scrutiny of the world." Irish media said Praveen would be interviewed.

    The Indian couple were resident and working in Ireland, he as an engineer and she as a dentist.

    POLITICAL STORM

    Despite a dramatic waning of the influence of the Catholic Church, which dominated politics in Ireland until the 1980s, successive governments have been loath to legislate on an issue they fear could alienate conservative voters.

    Fine Gael, the senior partner in Ireland's ruling coalition, told supporters before a recent election that it would not introduce new laws allowing abortion during its five-year term, despite pressure from its junior partner Labour to act.

    The government said it had received long-delayed recommendations from an expert panel on introducing new rules on abortion, and would report before the end of the month.

    Four out of five Irish voters support a change in the law to permit abortion in cases where a mother's life is at risk, according to a recent opinion poll.

    But a vocal anti-abortion minority has dominated the debate on abortion in Ireland in the past, with campaigners arguing that the adoption of legislation or guidelines for medical terminations would bring in abortion through the back door.

    In 1992, when challenged in the "X-case" involving a 14-year-old rape victim, the Supreme Court ruled that abortion was permitted when the woman's life was at risk, including from suicide. A European Court of Human Rights in 2010 ruled that Ireland must clarify what this means in practice.

    "This is exactly what the (European) court was complaining about ... The court has not said Ireland must or must not have abortion, they said they have to clarify circumstances," said Ronan McCrea, a barrister and lecturer in law at University College London.

    "The vagueness ... gives excessive scope to doctors to follow their own personal views or it means even if they want to give the treatment, they'll fall foul of the law," he said.

    Halappanavar's death has dominated debate in Ireland's parliament since news of it broke on Wednesday. Her photograph was spread across front pages of all Ireland's major newspapers on Thursday, while editorials demanded action from politicians.

    The fact that she is a foreign national has heightened the government's embarrassment. The story was on the front of several large Indian newspapers and family members were featured on national television.

    The Indian government said on Thursday it deeply regretted Halappanavar's death. "The death of an Indian national in such circumstances is a matter of concern," a spokesman said.

    Her husband?s friends ended up leaving California two days early to spend more time in Las Vegas?instead of seeing Yosemite, the Grand Canyon, and other destinations boasting more natural beauty. And that turned out to be a good thing. ?I?m glad that ended up being the extent of our friendmoon, because what we realized in just that night is traveling in a big group is no fun!?     Police: Woman stabbed children 150 times

    A Naperville, Ill., woman who allegedly stabbed her son 100 times and a girl 50 times told police there were "devils" inside the children that she needed to kill, according to a prosecutor.

    At 40-year-old Elzbieta Plackowska's bond hearing Thursday morning, DuPage County State Attorney Robert Berlin explained Plackowska's alleged comments. "She stated the children had evil inside of them and she was trying to drive the devil out of them," Berlin said, according to NBCChicago.com.

    Police say that on Tuesday Plackowska fatally stabbed her 7-year-old son Justin 100 times and 5-year-old Olivia Dworakowski 50 times, according to the Chicago Tribune. At the time, Plackowska was babysitting her son and the girl at Olivia?s home in Naperville, about 30 miles west of Chicago, the newspaper reported. She allegedly told the kids to kneel and pray before stabbing them, NBCChicago.com reported, and also told her son that he was going to heaven.


    Prosecutors say both the kids' throats were slashed, the Tribune reported.

    After the murders, Plackowska tried to go to a Naperville church but found it closed, so she left a message on its answering machine saying she had done something bad and needed assistance, Berlin said, according to The Associated Press. Covered in blood?and with scratches on her hands, she went to a friend's home where her other, adult son was staying and told them that she had been robbed, Berlin said.

    Prosecutors say Plackowska initially told police a stalker broke into the townhouse and committed the crimes, the Tribune reported.

    Plackowska later told police that she stabbed her son to death to hurt her husband who "didn't appreciate her," according to NBCChicago.com. She said she killed the girl and two dogs because they witnessed the crime, NBCChicago.com reported.

    Berlin said investigators found two blood-stained knives; one in the kitchen sink at the townhome and another in Plackowska's car, according to the AP.

    "In all my years in law enforcement, this is the most gruesome and horrific crime scene that I have seen," Naperville police Chief Bob Marshall said at the news conference, according to the AP.

    Plackowska?is being held without bond on two counts of first degree murder, NBCChicago.com reported. Berlin said Plackowska has no?prior history of violence,?the AP reported.

    In presidential campaign ads, political science meets excess

    COLUMBUS, Ohio (Reuters) - It's 6:10 p.m. on a Thursday in October, just days before the U.S. elections. Before the clock hits 6:29 p.m., 11 political ads will have aired on the local NBC channel in Columbus, Ohio.

    One tells voters that Democratic President Barack Obama has not proposed a legitimate economic plan for the country. Another suggests that policies of Republican candidate Mitt Romney would undermine the future for America's children.

    Yet another says Romney would effectively deny many women crucial cancer screenings by proposing cuts to Planned Parenthood. The very next ad calls Obama an extremist on abortion who supports leaving babies "out to die."

    Ohio is being inundated with such dueling ads in the final days before the November 6 presidential election, as Obama and Romney both look to the state's 18 electoral votes as a crucial step toward the 270 electoral votes needed to win the White House.

    The presidential race is now a fight in eight or so politically divided "swing" states, but nowhere more so than Ohio. Amid the chaos of the campaign's closing days, the state has become an arena for credibility-stretching banter, and a testing center for the growing science of political advertising.

    The most expensive campaign in U.S. history (nearly $2 billion) and the free-spending independent groups that have poured more than $200 million into political ads - many of them directed at Ohio - have given analysts a high-profile chance to examine some simmering questions about such ads.

    Among them: How many ads is too many, before viewers tune them out? And what do campaign ads lead voters to do, exactly?

    Election-year political ads are a meticulously studied subject, and increasingly are used to target specific groups and encourage specific outcomes.

    Some research, for example, suggests that pro-Democrat ads are particularly effective at swaying voters' opinions, while pro-Republican ads typically are more effective at getting party supporters to show up at the polls.

    For all the analysis that has been done on campaign ads, academic and commercial research has yielded few answers on the precise impact that ads have in determining who wins an election.

    That is especially true, analysts said, in the type of advertising free-for-all that Ohio residents are seeing on their televisions now - wave after wave of ads with overlapping and similarly dark, daunting messages.

    Campaign ads became tiresome long ago for many Ohio residents, but some viewers figure that the ads must be working, or the campaigns wouldn't keep running them.

    "I think poorly of those ads and don't think they work, but there are so many of them I think it must be not so," said JoAnne Harvey, a Columbus small business owner who, as an undecided female voter is much coveted by both campaigns.

    In a reflection of how so many ads can essentially nullify one another, Harvey and another dozen Ohioans interviewed generally could not recall the details of a single campaign ad that stood above the others. Those who could acknowledged that they weren't sure which side the ad was meant to benefit.

    TARGETING VIEWERS

    Political advertising has become a multibillion-dollar market that some television station sales managers predict soon could be a year-round category of advertising.

    It has become increasingly sophisticated in "micro-targeting," the art of going after specific groups of viewers.

    For example, Democrats have been found to be more frequent television watchers than Republicans, and Democrats candidates in 2008 ran more than twice as many ads as Republicans during science-fiction shows, reality dating programs and telenovelas, according to research by Washington State University professor Travis Ridout and others.

    Those programs as well as talk shows and court shows tended to skew Democratic in viewership while crime and sports programs skewed Republican, Ridout's study found.

    But does the science of political advertising work?

    One study completed last month found Obama's ads moving voters away from Romney, while Romney's ads were much more likely to encourage Republicans to vote, rather than shift preferences among voters.

    The findings were based on a survey of more than 2,300 registered voters who said they were independents or not deeply committed to one party. They were shown one or several of the campaigns' ads by the research software company Qualtrics and the research firm Evolving Strategies.

    "Romney doesn't seem to have a lot of ability to have people moving in and out of the independent pool, but he has a lot of room to change the equation in determining who turns out to vote," said Adam Schaeffer of Evolving Strategies.

    'THEY CAN'T STOP NOW'

    If the targets of this year's campaign ads are any guide, the presidential election will be decided by middle-aged and older white women, according to a survey of more than 1,000 buying agencies done by STRATA, a software firm whose systems help air some $50 billion worth of ads a year.

    The question is whether the barrage of ads - the vast majority of them attacking a candidate, rather than promoting one - will become so overwhelming that they provoke a backlash.

    Such ads "did work on me at first, and then I became a lot more cynical and realized that a lot of it is political warfare," said Harvey, who added that she voted for Obama in 2008 but was leaning toward Romney now. "It seems almost epidemic; they can't stop now that they've started."

    A rule of thumb in advertising is that an ad needs to be viewed at least three times and up to 10 to be effective, said STRATA Chief Executive John Shelton.

    "There's no question that once you start to go over (10), you start to, well, at least bore people," he said. "Then they might tune out. Then they might actually get ticked off."

    Barbara Berry, a healthcare professional and Obama supporter from Columbus, said she pre-records TV programs and skips ads.

    "I don't pay attention anymore," she said.

    Since late August, more than 915,000 presidential campaign ads have aired on broadcast and national cable TV, according to the Wesleyan Media Project. In Columbus during October, ads by the campaigns and outside groups aired more than 7,000 times.

    "Some of them just disappear in the noise," said Dan Bradley, general manager at the Columbus NBC affiliate WCMH-TV.

    Each presidential campaign has been producing about a dozen new ads a week, basing them on daily news events - a practice that ensures that most of the ads have a short shelf life.

    Romney in particular tends to place and replace ads at the spur of the moment, often in response to the news of the day.

    Obama's campaign runs two ad tracks: one that changes every one or two days, the other every couple of weeks.

    Ads this year "just seem to be rushed," said John Geer, a political ad researcher at Vanderbilt University. It's "almost like they've fallen prey to the fact that the campaigns have so much money, and the ability to make all these ads."
